【摘要】:Thispracticeestablishesstandard-of-careforevaluationandclassificationofthefinancialrisksfromearthquakedamagetorealestateimprovementsforuseinfinancialtransactions.Assuch,thispracticepermitsausertosatisfy,inpart,theirrealestatetransactiondue-diligencerequirementswithrespecttoassessingandcharacterizingaproperty'spotentiallossesfromearthquakes.Thispracticeisintendedtoaddressonlyphysicaldamagetothepropertyfromsiteandbuildingresponse.Hazardsaddressedinthispracticeincludeearthquakegroundshaking,earthquake-causedsiteinstability,includingfaulting,subsidence,settlementlandslidesandsoilliquefaction,earthquake-causedtsunamisandseiches,andearthquake-causedfloodingfromdamordikefailures.Earthquake-causedfiresandtoxicmaterialsreleasesarenothazardsconsideredinthispractice.Thispracticedoesnotpurporttoprovideforthepreservationoflifesafety,orpreventionofbuildingdamageassociatedwithitsuse,orboth.Thispracticedoesnotaddressrequirementsofanyfederal,state,orlocallawsandregulationsofbuildingconstructionormaintenance.Usersarecautionedthatcurrentfederal,state,andlocallawsandregulationsmaydifferfromthoseineffectatthetimesofconstructionormodificationofthebuilding(s),orboth.ThispracticedoesnotaddressthecontractualandlegalobligationsbetweenpriorandsubsequentUsersofPMLreportsorbetweenproviderswhopreparedthereportandthosewhowouldliketousesuchpriorreports.Thispracticedoesnotaddressthecontractualandlegalobligationsbetweenaproviderandauser,andotherparties,ifany.Itistheresponsibilityoftheownerofthebuilding(s)toestablishappropriatelife-safetyanddamagepreventionpracticesanddeterminetheapplicabilityofcurrentregulatorylimitationspriortouse.Considerationsnotincludedinthescope:theimpactsofdamagetobuildingcontents,lossofincome(s),rents,orothereconomicbenefitsofuseoftheproperty,orfromlegaljudgments,firesprinklerwater-induceddamageorfire.Thevaluesstatedininch-poundunitsaretoberegardedasstandard.ThevaluesgiveninparenthesesaremathematicalconversionstoSIunitsthatareprovidedforinformationonlyandarenotconsideredstandard.
